Step 1: Go to: Videolan.org, then download and install the latest version of VLC on your PC.
Step 2: Go to: http://vlc-bluray.whoknowsmy.name/ to download the KEYS DATABASE (KEYDB.cfg) and AACS DYNAMIC LIBRARY (libaacs.dll for Windows).
Step 3: Please click Windows+ R on your keyboard, fill %appdata% on your keyboard, and then you will go to the Roaming folder
Step 4: Enable view hidden files and folders (Under Folder Options – View tab then select “show hidden files…” > select ‘ok’)
Step 5: Open “AppData” directory or create a folder and name it aacs
Step 6: Place the downloaded KEYDB.cfg file in this folder directly.
Step 7: Go to “c:Program Files” or “c:Program Files (x86)”, if running 64bit
Step 8: Navigate to “VLC” directory, and move the libaacs.dll file into it.
Now, you can easily play Blu-Ray disc with VLC on Windows for free.
Note: The latest VLC still doesn’t have menu support yet.
How to watch all Blu-ray movies on PC?
In order to watch all the Blu-ray disc on PC, one method is download and install a Blu-ray player on your PC, usually this retails for around $50.

Guide: How to rip Blu-ray disc for playing on VLC on Windows
Step 1. Load Blu-ray disc.
Run the Blu-ray Ripper, then click the disc like button to load your Blu-ray disc.
You can also click “IFO/ISO” or “Load from folder” icon to load your Blu-ray files.
Tip: Before loading Blu-ray content, a BD drive is needed and computer should networked so that the ripper can access key for cracking the copy-protections.

Select an compatible format, e.g. H.264 .mp4, since it is compatible with almost any devices and media players.
Basically the “Common Video -> H.264 Video (*.mp4)” is just all right.
Tip: If you think the video size this not suitable for your devices, you can first choose any one of the provided type, then change the settings. Please remember the file size is based more on bitrate than resolution which means bitrate higher results in bigger file size, and lower visible quality loss.

You can view the conversion progress and are able to cancel the converting process at anytime …
When the conversion is over, click “open” to locate the ripped Blu-ray movies, and then you can transfer them to your PC and playing via VLC.
